Mineral Sands Wet Concentrator

The global market for mineral sands is shifting toward secure, high quality, non China supply of zircon and titanium feedstocks. These materials are critical to construction, advanced manufacturing and energy transition supply chains.
Iluka’s West Balranald project, located in the Riverina region of New South Wales, is a rutile rich deposit developed to support this demand. The project is expected to establish a reliable Australian supply source while creating approximately 270 ongoing operational roles.
Scope
ICE Engineering & Construction was engaged early to support Mineral Technologies during the fabrication of the Wet Concentrator Plant in China, before transitioning into full construction delivery in Australia.
Our scope included:
- On ground engineering support and electrical quality assurance during offshore fabrication in China
- Installation, termination and testing of underground high voltage mains
- Installation of cable support systems including cable ladders and custom conduit systems
- Installation, termination and testing of approximately 170 km of LV, control, communications and instrumentation cabling
- Installation and testing of instrumentation, control systems, distribution boards, lighting and small power
- Installation and testing of fibre optic communications network including cables, panels and FOBOTs
- Commissioning works and Stage 3 and 4 commissioning support to Worley
ICE Engineering mitigated risk across both offshore fabrication and on site construction by embedding engineering expertise early in the project lifecycle.
By providing on ground support in China, ICE ensured electrical construction met required standards before shipment to Australia, reducing rework, delays and quality risks during installation.
This early involvement, combined with a fully integrated construction and commissioning delivery model, enabled seamless transition from fabrication to installation and through to commissioning support.
